MEETING MINUTES
Wednesday February 1, 2017

Present:
Selectboard Members: Tim Scott, David Jacobs (via facetime) and Annette Lorraine (via
Public: Town Clerk Tom Galinat, Road Foreman Jeremy Withers, Becky Jensen
Clerk to the Board: Melissa Laurita Kohl

The meeting was called to order by Acting Chair of the Board Tim Scott at 7:43AM.
  1. Agenda – Additions
    1. Jensen Property and Plowing
    2. Lack of guardrail on ramp up to gym
  2. Approve Minutes of 1/18/17
    1. David moves to approve the minutes of 1/18/17. Annette seconds. All in favor. So moved. Annette and Lorraine agree to sign this document. Tim will work on sending them documents to sign electronically via dotloop.
  3. Jensen Property and Plowing
    1. Tim said that they have received a letter from Becky and Jeremy has seen it as well.
    2. Becky said that this is an ongoing issue every year regarding the way the town plows the town hall driveway that leads to Church St. Becky said that she is willing to work with the town - if the plowing is always toward her house then she gets a lot of runoff onto her land. If there is too much snow then it might make sense to plow toward her.
    3. Tom said that the town plows only plow into one direction so the road crew would plow toward Becky’s house or toward the town hall hill.
    4. Jeremy offered to use a loader to move the current snow on her property.
    5. Becky said he doesn’t need to do that now she just doesn’t want it to happen regularly.
    6. Tom said that one option is to not plow that driveway for the winter and everyone can access town hall via Peacham/Danville Rd. David doesn’t think it’s a good idea because it would also restrict pedestrian access.
    7. Tim will call Jeremy and then call Becky to work out this situation. David and Annette agreed to let Tim handle this and then report back to David and Annette.
  4. Lack of Guardrail on Ramp up to Gym
    1. Handicap ramp - there is not a guardrail outside the upper gym door. There is nothing that prevents people from falling off the side, just the handrail. This winter we closed the lower gym door because of the challenge for maintenance with all of the snow/ice falling off the roof in front of the door. This winter, they requested everyone use the upper door on the ramp, and suddenly seems like an issue. Tom said that the town has never been cited for it. It’s a short section that needs the guardrail.
    2. Tim can text Ray to ask for an estimate and have him come in when Tom is here.
  5. Final Formatting of the Budget
    1. Tom said that we are all done. He shared the budget maintenance report with the Selectboard and Becky. He said he has gone through the budget with a fine tooth comb. Now the town is accounting for every cent that comes in and goes out, which is not the way it had been done in the past. So compared to last year’s budget, it looks like we spent $300,000 more and received $300,000 more in revenue. This is the most thorough way to track everything and it was inspired by Annette’s inquiry.
  6. Highway Department Update
    1. Monday we had a truck go over to Sheldon for truck troubles. It’s back now.
    2. Jeremy brought up the plowing issue as he was not here for that agenda item. Tim said that he would call Jeremy and talk about it after the meeting and then call Becky and talk to her about it.
    3. Becky said that she thinks the roads have been pretty good this year.
  7. Executive Session for Private and Confidential Personnel Information
    1. Annette moves to go into executive session at 8:08AM. David seconds. All in favor. So moved.
    2. David moves to come out of executive session at 8:34AM. Tim seconds. All in favor. So moved.
    3. No action taken.
  8. Town Clerk Update
    1. Nothing new. Town Clerk’s office is in great shape. Rebecca Washington is phenomenal. Good teamwork. Peacham is pretty peachy.
  9. Review and Approve Bills
    1. The Selectboard reviewed and approved bills.
  10. Review Correspondence
    1. The Selectboard reviewed correspondence.
    2. They received a Better Back Roads application. Tim will run it by Jeremy to see if he is interested in applying. The town received one last year that the town is still fulfilling.
Tim moves to adjourn at 9:05AM. David seconds. All in favor. So moved.
