Town Road Crew Worker
The Town of Peacham seeks a full time Road Crew Worker. Responsibilities include operating town trucks and heavy equipment safely and effectively, road grading, road repairs, plowing snow and sanding, hauling sand and fill, applying chloride, ditching, brush clearing, maintaining equipment and the garage, and responding to extreme weather road emergencies. CDL Required. Experience preferred, some training possible. Must be able to interact well with citizens and coworkers and follow instructions. Good pay and health benefits.

Important Information Regarding School Budget

Dear Citizens,

The Peacham School budget is seeing a significant increase this year. This is due to several things. One important item that all community members need to be aware of, is that under Act 46, the state has set an allowable growth cap for school districts. Above the growth cap spending is penalized with double taxation. There are components of Act 46 that I feel can benefit school systems. This is not one of them.  Peacham’s increases to the school budget are due to factors outside of the districts control, increased tuition costs, increased health insurance premiums and negotiated salary agreements. These are all factors increasing the Peacham budget that we have no control over; yet the community will be taxed double and penalized as a result of these increases. The major contributing factor to the increase in the budget is $139,500.00 in tuition costs. To avoid the tax penalty we will need to cut $148,417.00 from the budget. We take these matters very seriously. As a result of these circumstances facing double taxation. The board has reduced the principal position to 50%, where it traditionally had been. This change will take place for the 2016-2017 school year. The board and administration will continue to try and find ways to reduce the budget. However this is a challenging task in a small school, with limited personnel and resources.

The House and Senate education committees are meeting this week (1/11/16) to discuss a possible repeal of the allowable growth cap and the tax penalty. If you are concerned about this, I strongly encourage you to reach out to your legislators and voice your concerns. I’m worried about the ramifications the tax penalty will have on the educational programing of the children in our communities, should deep cuts occur. Sound rational decisions should drive budgetary cuts. With board and community members facilitating these discussions, being mindful of how these cuts may impact their children and their communities. When we begin cutting programs and teachers solely to avoid a tax penalty imposed on communities’, children, families and communities lose.

Selectboard Meeting 12/30/15 Unapproved Minutes

TOWN OF PEACHAM
SELECTBOARD
MINUTES  of Special Meeting of Wednesday, December 30, 2015
(UNAPPROVED) 

Attending:  Selectboard members,  Nathan Giroux & Annette Lorraine
Also:  Jeremy Withers, Road Foreman and Thomas Galinat, Town Clerk-Treasurer

1. Nate G called the meeting to order at 6:35pm
2. Nate G. moved to approve the Minutes of the 12/16/15 Sel Bd meeting; second by
Annette L.; motion passed and minutes approved.
3. Reviewed financial reports. Discussed pros and cons of a different format Fund Status
Reports that can be more informative. Reviewed Appropriations Committee’s work and
recommendations. Went through 2016 budget and calculations again. And again. And
again. Amount to be raised by property taxes was whittled to $482,428, the same
amount as the past few years. 2016 non-tax revenue is estimated at $280,559 for total
town general fund expenditures of $762,987. Subject to a final printout by Tom and
formatting for the Town Report, and subject to review by our elected auditors.
4. Reviewed and approved payment of last bills for the year.
5. Nate G. moved to pay off the balance of the loan for the town road grader (~ $39,986);
second by Annette L; motion passed. Tom G. will do so before the end of the year.
6. Quick update by Jeremy Withers as to the highway department.

RFP for Peacham Village Winter Maintenance

The Town of Peacham, VT is seeking proposals for winter maintenance on the village pathway from the intersections of Bailey-Hazen Road and Church St, South to where the crosswalk goes to the School driveway. The town requires anyone submitting a proposal to carry a Certificate of Insurance, and Workmans Compensation. Details of work may be found on the Town website (peachamblog.blogspot.com), or at the Town Clerks Office. The town would also entertain proposals for maintenance of the Town Office walkway and ramp. Proposals may be sent to the Town Office at P.O. Box 244 Peacham, VT 05862, dropped at the Town Clerks Office during business hours, or emailed to the Town Clerk at townclerk@peacham.net. Proposals should be marked to the attention of the Selectboard. Questions can be directed to the Clerk of the Selectboard at peachamkohl@gmail.com.
