PLANNING COMMISSION
MEETING MINUTES
February 2, 2016 7:00P.M.
UNAPPROVED

Present:
Planning Commission: Geoff Sewake, Rene Jolly, Marilyn Magnus, Nick Comerci, Melissa Laurita Kohl
Clerk: Melissa Laurita Kohl
Public: Mike Bruton, Aubrey Cabot-Case, Alison Low

The meeting was called to order by Chair of the Board Geoff Sewake at 7:04pm.

  1. Additions
    1. Copies of how to best facilitate meetings
  2. Minutes
    1. Nick moves to approve the minutes as amended (corrected the spelling of a last name). Marilyn seconds. So moved.
  3. Bylaws Review with Alison Low
    1. Alison Low from NVDA was hired as part of a grant to help the Planning Commission with the bylaws revision.
    2. She reviewed the bylaws, highlighting any areas that she felt needed further thinking or clarification.
    3. Due to several key issues that need to be considered before the bylaws could go through a public process, the Planning Commission scheduled a special meeting for 2/23/16 at 7pm with Alison Low.
    4. This led to a series of next steps that Planning Commission members would take on.
      1. Nick will work on shoreland issues.
      2. Melissa will notice special meeting 2/23/16 7pm as working/special meeting and she will add town meeting day preparation to the agenda. She will work on Planned Unit Development language and site review; she will make sure that site plan review is in the duties/roles of Planning Commission
      3. Everyone needs to read bylaws and come with their input
      4. Geoff will focus on home occupations.
      5. Marilyn will check on Burke lighting ordinances.
    5. Nick moves to go to next agenda item. Geoff seconds. So moved.
  4. Review Postcard and Next steps
    1. Geoff moves to postpone this agenda item. Nick seconds. So moved.
  5. Addition - Best practices for meeting facilitation
    1. Geoff passed out documents to all of the planning commission members on best practices. He explained that these were guidelines on how to make sure everyone feels welcome and are being listened to. It’s about being able to engage people in an appropriate way.
