Selectboard Meeting 2/1/17 Unapproved Minutes

Present:
Selectboard Members: Tim Scott, David Jacobs (via facetime) and Annette Lorraine (via

The meeting was called to order by Acting Chair of the Board Tim Scott at 7:43AM.
  1. Agenda – Additions

  2. Approve Minutes of 1/18/17
    1. David moves to approve the minutes of 1/18/17. Annette seconds. All in favor. So moved. Annette and Lorraine agree to sign this document. Tim will work on sending them documents to sign electronically via dotloop.
  3. Jensen Property and Plowing
    1. Tim said that they have received a letter from Becky and Jeremy has seen it as well.
    2. Becky said that this is an ongoing issue every year regarding the way the town plows the town hall driveway that leads to Church St. Becky said that she is willing to work with the town - if the plowing is always toward her house then she gets a lot of runoff onto her land. If there is too much snow then it might make sense to plow toward her.
    3. Tom said that the town plows only plow into one direction so the road crew would plow toward Becky’s house or toward the town hall hill.
    4. Jeremy offered to use a loader to move the current snow on her property.
    5. Becky said he doesn’t need to do that now she just doesn’t want it to happen regularly.
    6. Tom said that one option is to not plow that driveway for the winter and everyone can access town hall via Peacham/Danville Rd. David doesn’t think it’s a good idea because it would also restrict pedestrian access.
    7. Tim will call Jeremy and then call Becky to work out this situation. David and Annette agreed to let Tim handle this and then report back to David and Annette.
  4. Lack of Guardrail on Ramp up to Gym
    1. Handicap ramp - there is not a guardrail outside the upper gym door. There is nothing that prevents people from falling off the side, just the handrail. This winter we closed the lower gym door because of the challenge for maintenance with all of the snow/ice falling off the roof in front of the door. This winter, they requested everyone use the upper door on the ramp, and suddenly seems like an issue. Tom said that the town has never been cited for it. It’s a short section that needs the guardrail.
    2. Tim can text Ray to ask for an estimate and have him come in when Tom is here.
  5. Final Formatting of the Budget
    1. Tom said that we are all done. He shared the budget maintenance report with the Selectboard and Becky. He said he has gone through the budget with a fine tooth comb. Now the town is accounting for every cent that comes in and goes out, which is not the way it had been done in the past. So compared to last year’s budget, it looks like we spent $300,000 more and received $300,000 more in revenue. This is the most thorough way to track everything and it was inspired by Annette’s inquiry.
  6. Highway Department Update
    1. Monday we had a truck go over to Sheldon for truck troubles. It’s back now.
    2. Jeremy brought up the plowing issue as he was not here for that agenda item. Tim said that he would call Jeremy and talk about it after the meeting and then call Becky and talk to her about it.
    3. Becky said that she thinks the roads have been pretty good this year.
  7. Executive Session for Private and Confidential Personnel Information
    1. Annette moves to go into executive session at 8:08AM. David seconds. All in favor. So moved.
    2. David moves to come out of executive session at 8:34AM. Tim seconds. All in favor. So moved.
    3. No action taken.
  8. Town Clerk Update
    1. Nothing new. Town Clerk’s office is in great shape. Rebecca Washington is phenomenal. Good teamwork. Peacham is pretty peachy.
  9. Review and Approve Bills
    1. The Selectboard reviewed and approved bills.
  10. Review Correspondence
    1. The Selectboard reviewed correspondence.
    2. They received a Better Back Roads application. Tim will run it by Jeremy to see if he is interested in applying. The town received one last year that the town is still fulfilling.
Tim moves to adjourn at 9:05AM. David seconds. All in favor. So moved.

The meeting was called to order by Chair Annette Lorraine at 7:40A.M.

    1. No additions

  1. Minutes
    1. The minutes from the Joint Meeting with the Planning Commission on 12/13/16 will be formally approved at the Planning Commission next's meeting. Annette made a couple of additions to those minutes for the Planning Commission to review.
    2. David moves to approve the minutes of 1/5/17 with minor edits. Annette seconds. All in favor. So moved.

  1. Highway Department Update
    1. Jeremy said that there have been a few breakdowns that they have been fixing.
    2. Troy is filling in as needed.
    3. The roads have a large amount of ice on them. The ice blades on the graders can't touch it and seem to make it worse. Jeremy said that there is at least 2 inches of ice on the roads and that people need to slow down.
    4. The equipment is getting old so the road crew has been having some re-occuring problems.
    5. Diana wondered if the town could find road equipment on ebay like she did for the Fire Department equipment. She got a great deal from another fire station. Jeremy said that they could if it's a good deal.

  1. Potential Ice Skating Rink on Town Tennis Court
    1. Annette does not think it would cause any structural issues and does not have a problem with it.
    2. David is fine with it as long as it is flagged off when it is not skateable.

  1. Purchasing Policy
    1. Annette asked David if he was fine with the final draft. He was.
    2. Annette moves to accept the Revised Purchasing Policy. David seconds. All in favor. So moved.

  1. Planning Commission Update
    1. Melissa said that the town plan expires on 3/1/17 so the bylaws need to be approved by then as it will take the Planning Commission at least 1.5 – 2 years to finalize a new version. She said she is still waiting to hear back about whether or not the Village Center Designation can be renewed before then. If so, David and Annette would like to move forward with the renewal. If not, Alison Low of NVDA will work with the Planning Commission to make sure our town plan qualifies for the designation and she will help us re-apply.
    2. Melissa said that they are finalizing the community survey and she will email it to the Selectboard to see if they would like to add anything.

  1. Heating Grants
    1. Annette said that she was unable to attend the school board meeting but that Jock Gill did and reported back. She brought the “A Practical Guide to Modern Woodheating” document from Adam Sherman, the expert for the State. Annette would like to invite him to survey the town hall and write a report to see what the town would need to heat with biomass. With this report the town would be able to apply for grants.
    2. The installation is a lot more expensive than replacing the boiler but there is an immediate cost savings on fuel and potentially you can recover that expense quickly.
    3. Jock thought that the town might be able to get away with the largest residential unit, which is much cheaper than a commercial model.

    2. Rebecca presented a receipt for a credit card purchase. This is the new town credit card tied to a smaller high risk bank account.

    2. Annette signed the contract with the Caledonia County Sheriff's Department.

David moves to adjourn at 8:45A.M. Annette seconds. All in favor. So moved.

Notice about Road Conditions


PLEASE DRIVE CAREFULLY

Peacham's road crew is extra diligent this year. But they are not magicians! The ice deposited in early winter will not disappear any time soon. Plowing, sand and salt are not perfect. Road conditions change rapidly whether snowing or sunny. They are horror struck when they see drivers tailgate, speed, then swerve around bends and vehicles. Please be safe and drive SLOWER in the winter -- even when the weather is good (and especially when it’s not). Thanks.
